California Assembly Bill 1103 (AB1103) was enacted in October 2007 and mandates that commercial buildings receive an energy rating for the previous 12 months when the building is sold, refinanced or leased entirely. As a result, prospective buyers of commercial buildings will be able to view the energy efficiency of buildings along with other financial data and transactional disclosures prior to purchase.
